On the basis of experience with initiation and implementation of decentralization reforms in the former socialist countries, the follower states of the former USSR notwithstanding, the paper discusses prerequisites to a successful decentralization, its main tasks, its salient issues as well as the strategies of its implementation. Criteria are mentioned for the assessment of decentralization reforms
